Philadelphia Freedom Repipe offers and manages repiping and lead service line replacement across Philadelphia and nearby Delaware, Montgomery and Bucks County suburbs. The work is done by licensed and insured plumbing contractors.

## What the work covers

The work is about one system: the pressurized water supply, from the service line at the basement wall through the main shutoff to every fixture. Drain and sewer piping are separate systems and separate work.

- [Whole-house repiping](https://philadelphiafreedomrepipe.com/whole-house-repiping/): Every hot and cold supply line from the main shutoff to the fixtures, replaced in the material the Philadelphia code allows for the building and pressure tested before the walls close.
- [Galvanized pipe replacement](https://philadelphiafreedomrepipe.com/galvanized-pipe-replacement/): Corroded steel water lines taken out of service, replaced in PEX or copper, joined to anything that stays with a listed transition, then flushed so loosened scale does not end up in the faucets.
- [PEX repiping](https://philadelphiafreedomrepipe.com/pex-repiping/): Flexible PEX supply lines run through a house's own walls and joists, in the occupancies where Philadelphia's code allows plastic water pipe, with metal where the code requires it.
- [Copper repiping](https://philadelphiafreedomrepipe.com/copper-repiping/): Rigid copper supply lines for mixed-use buildings and other occupancies where Philadelphia requires metal, and for houses whose owners choose it, joined by press or solder with care around old framing.
- [Rowhouse repiping](https://philadelphiafreedomrepipe.com/rowhouse-repiping/): A repipe planned around the rowhouse itself: a service through the front wall, a long narrow basement, party walls on both sides and a bathroom one floor up.
- [Partial repiping](https://philadelphiafreedomrepipe.com/partial-repiping/): Part of the supply system replaced, such as one bathroom group, one riser, the basement main or the hot side, with a written boundary and a list of the old pipe that stays.
- [Main shutoff replacement](https://philadelphiafreedomrepipe.com/main-water-shutoff-replacement/): A seized or leaking main shutoff at the meter replaced with a valve that closes, plus the meter-area valves and the short main line from the foundation wall where they need it.
- [Multi-unit repiping](https://philadelphiafreedomrepipe.com/multi-unit-repiping/): Supply risers and the branches into each apartment replaced one stack at a time, with water-off windows planned around the people living there and the material the code allows for the building.
- [Commercial repiping](https://philadelphiafreedomrepipe.com/commercial-repiping/): Water supply piping in stores, offices, restaurants and mixed-use corner buildings replaced in the metallic pipe the Philadelphia code requires, scheduled around business hours.
- [Lead service line replacement](https://philadelphiafreedomrepipe.com/lead-service-line-replacement/): The water service line from the main in the street to the meter inside the house, replaced when it is lead or galvanized, with the L&I permit, PWD connection and sidewalk restoration planned in one scope.

## Standards the work follows

- **Philadelphia Plumbing Code (Title 4, Subcode P).** The City code, based on the 2018 International Plumbing Code with local amendments. It allows PEX in one- and two-family dwellings and apartments and requires metallic water piping in other occupancies.
- **Pennsylvania Uniform Construction Code.** The statewide code the suburbs enforce, which adopts the 2021 International Plumbing Code, effective January 1, 2026.
- **L&I plumbing permit.** The City of Philadelphia permit for replacing water piping, pulled by a licensed master plumber and inspected before walls close.
- **Service line ownership.** In Philadelphia the property owner owns the whole water service line, from the main in the street to the meter, including the curb stop.
- **Pressure testing.** New piping is tested before the walls close, and the openings are closed as the quote describes.

## How a repipe runs

The same stages on a rowhouse, a twin or a small apartment building.

1. First call You describe the house: rowhouse, twin or detached, how many floors and bathrooms, what the pipe looks like where you can see it, and what made you call. That sets up the walk-through.
2. Assessment The walk-through starts at the meter and main shutoff, traces the pipe up every floor, checks pressure and flow, and maps the routes and the openings. You get a written scope that says what is replaced and what stays.
3. The work A licensed master plumber pulls the L&I permit. New lines go in while the old ones keep the house running, then each section is cut over during a planned water-off window.
4. Completion The new piping is pressure tested and inspected, then flushed. Shutoffs are labeled, openings are closed to the finish the quote names, and you get a list of anything old that stayed in service.

## How pricing works

The site publishes typical Philadelphia-area price ranges so you can set a budget before anyone visits. The price for your building comes after the walk-through, once the piping, the finishes and the permits are known.
